where to limit upload speed in 4.6.4?

I cannot find this option in version 4.6.4 FIU so I am not using the FIU5. I have one question, why does it say "FAILED" and didn't complete the upload? What's the reason behind it? Or is "FAILED" happens often only in the new FIU5? If so I already want to change back to a stable version, 4.6.4 but first I need to find that upload speed limit option.

FUp 4.x will never support speed limiter (you can use NetLimiter) as the core doesn't allow this ...

Failed? I need more info - please, upload anything and then send me an Error LOG ... and tell me what host do you use

FIU Version: v5 Beta 5
OS: Windows 7 Ultimate 64-Bit RTM
AV: Kaspersky Internet Security 2010 (FIU is set as "TRUSTED by User")
Firewall: Windows Firewall is turned off and using Kaspersky's instead.
