folder watching and automation

Hi, I'd like to request to add some automation to uploader, integration of script languge would probably be a tedious task, but basically what I need is a watching for certain folder, periodically check its content and upload new files to predefined host with file splitting if necessary.
Well, except for uploading part I could do it by myself, so alternatively I'd like to request some mechanism of your choice to send new files to upload by another application or script.
