looks like u have ip from ovh.org ..or some big host ..and its banned..
i have the same..
works only with ftp..:(

CuteFTP does NOT matter, check if you can acces their website from your server via any browser ... this is what it depends on

since last 2-3 days oron unblocked/unbanned ovh domains ..
so ppl can connect again
