Title: [OK] automatic stop and restart function

can you ad an automatic stop and restart function, if a upload speed is slower as a userspecific speed.

example i say the minimum uploadspeed is 100 KB/s and the upload speed of one file drops under this speed, the program automatic stop the upload and restart it.

this feature has been already requested and it is in my task list.
I will really try to add it when I have some time in future.
