The downloading software i am using downloads files into a temp folder. Once the download is complete it will move the completed file into a folder that i choose. So if i set the completed files to move to your "monitored" folder....will it auto detect and upload in that case?

Yeah I saw this option and tried to use it but it didn't work. Its obviously that im doing something wrong. All You can see on the screen.
I have option :
Tool -> Settings -> Misc -> 3 === selected:
  • Active
  • Monitor sub-folders

My program has folder monitoring feature ... but it is not possible to detect finished downloads, program does not know if the download has finished already.
You would have to move the file into monitored folder after it is downloaded.

I dont know if this is already possible. But this would be very useful when you have scheduled downloads and want them to auto upload to file host as soon as downloads are completed...
