I see in Settings > Misc > WebControl

Is this feature functionality work like uTorrent WebUI? so I can access file uploader interface from web browser?

And how much I must pay to get premium version?

Hi,
no, there is a description that it is for other applications. It is not WebUI which you access from browser.
