Stop uploading If the speed is too slow

Hi.
I need a feature to skip/abort current upload and go the the next file from the list if the speed is too slow for a given amount of time.
For instance.
My upload speed in 10 MB/s but sometimes the servers are too busy. Let say, if the upload speed is less than 1 MB for for one minute, I want to stop uploading and go to the next file from the queue. Is that possible?
