Better folder watch work

i want if is possible a setting in folder watch that can be recognize if a file is incomplete
example: using winrar for split a 10 gb file in 100 mb part in the watch folder the problem is fiu start the upload immediately when the part file is created but not complete and fail the upload.

there are two possibilities a setting that start the upload after some seconds like 15s
or a process that can recognize if the file is really complete or in processing

you have to move complete file into monitored folder,
it is not possible to find out if the file is really complete

but start upload after a time yes...

if this will implemented i can rar and when the compression is finished i have all link and not wait for the upload and move manually the link, because i set the destination of winrar compression folder the watch folder

but compression might take longer time than you set ... so it is just not possible to set it eg. to 15 seconds
