Hotfile account not accepted?

I've just become a Registered user, and wanted to upload some files to Hotfile, but I did not succeed. Clicking on the Settings icon brings this window... Why is it restricted? (see screnshot)

Sorry, but I still don't get it. I am a registered user, but not premium? How to become premium? Sign up with the referel id? I already have a premium HF account. OK, then what does "individual cost" mean? Should I pay more? How much? Why don't you clarify this to avoid annoying misunderstanding?
